Making abstraction from these regulations, we can affirm that in general they propose administrative intervention in the family, educational, health, and advertising spheres. These Norms not only prohibit the consumption of alcohol by minors, but also sanction the supply – either free or for a price – of alcohol to minors. For this reason, they require the owners and employees of the establishments, as well as all the people involved in the supply of alcoholic beverages, to require the presentation or display of an official document proving the age of the consumers. Likewise, the supply to minors of substances, products or similar, that imitate the containers of alcoholic beverages, is prohibited. Special attention deserves the supply of alcoholic beverages in vending and automatic machines. The supply of alcoholic beverages through vending or automatic machines is prohibited, unless they are located inside the premises, centres or establishments where they are not. Its consumption is prohibited, in a way that allows direct and permanent monitoring of its use by the owner of the premises or dependents. In this sense, vending or automatic machines that dispense alcoholic beverages may not be located in adjoining or prior access areas to the premises, such as porch areas, windbreaks, hallways, stairways, distributors or similar places that may be part of an establishment, but not properly inside of it. More, in order to clear up any doubts and ensure the objectives of the legislation, the prohibition of the sale of alcoholic beverages to minors under eighteen years of age in said machines must be explicitly and visibly stated. As regards consumption on public roads, the consumption of alcoholic beverages on public roads and areas is expressly prohibited, except on terraces, nightstands and spaces dedicated to leisure expressly enabled for this. Finally, a time limitation is established, so that in no case is the supply of alcoholic beverages allowed in establishments not intended for the immediate consumption of alcoholic beverages from 10 p.m. to 9 a.m. the next day, a time limitation that includes the sale itinerant, distance selling and home sales.
