conditions of rigidity and capacity established by regulations, after hearing the State Commission against Violence, Racism, Xenophobia and Intolerance in Sports. Finally, in the facilities where sports competitions are held, the sale of products that, in the case of being thrown, could cause damage to the participants in the competition or to the spectators due to their weight, size, packaging or other characteristics, is prohibited. The product groups that are included in this prohibition will be determined by regulation. According to Articles 21 to 23 of the same legal text, non-compliance with this prohibition constitutes an administrative offense for the organisers of sports competitions and shows, spectators and other subjects. C) Public order and environment The consumption of alcohol on public roads, a practice known as “botellón” in Spain, is also subject to restrictions because it traditionally affects public order (noise and disruption of neighbours’ rest) and the environment (garbage and waste on public roads). Recently, this practice has also been the object of special attention by the public health authorities, and it is that the restriction of nightlife activities has triggered the celebration of private parties in public places (for instance, industrial estates or open-air areas in the middle of nature; all them with little influx of bystanders), so that social distancing measures have been dictated to avoid the spread of COVID-19. In terms of competence, we must go back to Article 25 LBRL to verify that public health and road infrastructures are municipal responsibility, so that it is the City Councils that, through municipal ordinance, regulate the consumption of alcohol on public roads in their spatial scope. This, once again, without prejudice to the fact that other administrations of supramunicipal scope are granted jurisdiction titles to regulate this activity. Such is the case of the Autonomous Community of Andalusia, whose regional parliament approves Law 7/2006, of 24 October, on administrative powers regarding certain leisure activities in the open spaces of the municipalities of Andalusia 18 . 18 This Law is protected by competing titles concurrent with the consumption of alcohol on public roads.
